1995年，中共中央、国务院颁布《关于加速科学技术进步的决定》，首次提出实施科教兴国战略。此后，党和国家出台一系列决策部署，不断丰富发展科教兴国战略的内涵与实施要义。党的十五大报告将科教兴国战略作为我国经济发展的战略之一。党的十八大报告继续指出要深入实施科教兴国战略。党的十九大报告将科教兴国战略确定为决胜全面建成小康社会需要坚定实施的重大战略之一。党的二十大报告就实施科教兴国战略作出专章部署，赋予了其新的内涵。高等学校特别是世界一流大学包養網建设高校，承担了人才培养、科学研究、社会服务的重要职能，是科教兴国战略的中坚力量之一。

“核能‘三步走’往下一層的技術政策延長，必定是熱堆和快堆的閉式燃料循環。熱堆和快堆同屬核裂變能，而聚變堆屬于核聚變能。熱堆和快堆本質上應用的都是自然鈾。通過熱堆和快堆的組合發展，讓核燃料循環應用，從而實現無限鈾資源的最年夜化應用，進而支撐核裂變能千年標準的持續發展。”周培德從資源有用應用角度詳細介紹了熱堆—快堆—聚變堆“包養站長三步走”的底包養網層邏輯。

在此基礎上，周培德還向記者提出了“一體化快堆”的概念。

快堆核能系統由快堆核電站、快堆燃料制造廠、快堆乏燃料后處理設施等部門組成。“一體化快堆”是同廠址布置的快堆核能系統的簡稱。即將快堆、燃料再生子項（含乏燃料后處理和新燃料制造）及其他配套子項置于統一廠址，從而構成廠內核燃料矜持循環、疾速循環包養合約的完全核能系統。

“其實就包養網是在一個核電廠址內，既有核電站，也包含核燃料制造以及乏燃料后處包養理等部門，在一個廠址內即可實現更為高效的閉式燃料循環。”周培德解釋稱。

在周培德看來，快堆核能系統同廠址，是快堆技術、燃料循環技術的主要發展標的目的。在經濟性、平安性、可持續性、包養網環境友愛性等權衡第四代核能系統的指標方面，一體化快堆綜合指標更優，是保證國家動力平安、鈾資源平安、核廢物包養網單次環境平安的主要技術選擇，同時也是助力碳達峰碳減排核裂變能解決計劃。“一體化快堆是核能領域‘戰略性、全局性、前瞻性’的年夜事。”

包養價格根據中國核能行業協會測算，到2060年，我包養網國核電裝機規模要到4億千瓦。“在平安靠得住有保證的鈾資源供給條件下，繼續年夜規模建設壓水堆到2包養留言板億千瓦裝機，并采用一體化快堆來接續，將是2060年實現核裂變能總裝機接近4億千瓦目標的可行技術途徑。”周培德指出。

在此佈景下，中核集團主動謀劃快堆發展，已先行自立投進加速研發一體化快堆，構建了“熱堆—快堆”的“二元”裂變核能體系，為我國動力平安發展提出了系統性的解決計劃，積極發揮著高程度科技自立自強的中堅感化。

記者留意到，中核集團在2021年任務會議上明確，“十四五”期間要加速一體化閉式循環快堆核能系統的研發。據悉，今朝該項目已開展包養包養網大批研討任務，并已獲得階段性結果。
